Need a shop that Programs Blank chips

My pops has a 2007 GT "Mach 1" he talked to a dude who had went to a shop that has blank chips and programs them for Mustangs in NRH and could still run on reg or mid grade gas and still get some nice performance out of it. Does anyone know of this place or another shop that will?

SCT-3 hand held programer would be a better choice. Very user freindly.
