AR Upper/Lower question

Can someone explain why you buy an AR lower and get an AP upper parts kit instead of just buying a complete AR? Is this a ban thing?

People do it to save money or get that feeling that they built their own gun.

I read somewhere that when a gun store sells you a complete gun, they add in a Federal Excise Tax. If they sell you parts of a gun, they don't.

I know that from the gun stores perspective a lower is treated no different than a complete firearm. No extra taxes are added and it is the same amount of paperwork.
