The book of Leviticus didn't encourage slavery, it established the regulation of it. It included the ability of slaves to gain their freedom. However I would note that some of those rules might not apply to those that were aliens to the Israelite nation.

And leviticus is the law based old testament, which doesn't really apply anymore to a person with a personal relationship with Christ. We don't have to hold to those laws anymore. There is a new covenant which is the new testament. Since he is quoting the old testament, it makes one wonder exactly WHO has not been reading THEIR bible.

Obama is simply among those who attempt to use the Bible to advance their own secular purposes. He obviously chooses to ignore the historical context in which the Old Testament was written (assuming he even comprehends the historical context in which it was written), and outright understands nothing about the Sermon on the Mount. He sounds a lot like he is repeating what he has "heard" from others rather than speaking from his own knowledge.

In short, he is a common fool in a (unfortunately for us) high profile position.
