Cap and Trade begins...

...in France...sort of:

PARIS — President Nicolas Sarkozy of France provided details Thursday of his plan to introduce a carbon tax next year to encourage industry and households to cut energy consumption.

The tax, which will initially be set at €17 , or $24.78, per ton of carbon dioxide emitted, will translate into a rise in the price of fuel for cars, domestic heating and factories.

Initial reports had suggested the starting rate would be €14 a ton.

“The gravest challenge that we face is climate change,” Mr. Sarkozy said during a televised speech aimed at winning over a skeptical public. “Every one of our compatriots must feel concerned.”

The tax has caused a political furor in France, with disagreements within the ruling party on how exactly it would work and objections from opposition critics who say it will hurt the poor at a time of economic hardship.

Some have been suspicious that by introducing the tax, the government is merely seeking ways to increase its revenue at a time when receipts are plunging as a result of the recession.

Mr. Sarkozy rejected that criticism, pledging that the carbon levy would not increase the burden on households because the rise in fuel bills would be offset by cuts in income tax.

Those households too poor to pay income tax would receive “green checks” from the state to compensate them for higher energy bills, he said.

The system would differentiate between people who live in urban areas with good public transport and those who live in rural areas and are more dependent on cars. Rural households will get more money back from the state, he said.

The tax, calculated according to the volume of CO2 produced by particular types of fuel, will apply to oil, gas and coal.

A notable exception will be electricity. Mr. Sarkozy argued that with 80 percent of electricity produced in France coming from nuclear plants, which have low emissions, it would make no sense to increase the price of power.

“What would be the point of, on the one hand, encouraging French people to acquire electric cars or solar panels and, on the other hand, to tax them more for those?” he said.

Starting at €17 per ton of CO2, the tax will rise over time, Mr. Sarkozy said, though he did not say by how much or when.

It will be introduced in the 2010 budget, he said.

France would be the biggest European economy so far to adopt such a system.

In its current form, if it passes here in the USA, it will raise the price of gas by 0.77 cents a gallon....

This better not pass. This is nothing more than the largest tax increase that has ever been forced on American's. And with no real representation either.

Solution. Every one in America should change their w2's to 10 dependents and save the extra money. (because you will have to pay it eventually).

They don't understand that you can't force a uptopia. It has to happen all on it's own. And I think it will, in about 500 hundred years, through greater technology.

The only thing with this is. Greater technology will only give evil people greater tools to work with.

Note that Sarkozy is considered a "conservative" in Europe.

Frankly I don't think cap and trade is going to be nearly as big of a challenge for France as it would be in the US. As mentioned in the article, 80% of France's power comes from Nuclear power. The carbon emissions from that is a perfect 0. In the US, almost HALF of our power comes from Coal, which produces the most CO^2.

BTW, don't take this to mean that I support any of this bullshit. I don't. I'm just pointing out that Cap and Trade won't be nearly as detrimental to the French economy as it will be to the US economy.

In the end, there is going to be one BIG winner from Cap and Trade. That would be Wall Street.

Cap and trade is about power and control. It is a quick path to massive slavery.
