I haven't read the questions yet, so this is pure speculation. I'm guessing the gov't is trying to do what every other company does when they ask you to fill out a survey, etc. -- they're trying to get free market research. They'll use these numbers as a part of studies and reference figures for bills/laws etc. If they don't get a decent sampling back, then they would have to hire someone to do the study (market research). A large number of a particular segment filling out the information completely while others do not would also lead toward a biased set of data -- potentially affecting decisions regarding law.
Again, that's pure speculation, but you see this all the time in the business world.
