The way it's always been explained to me, was that it's not so much North Korea, or even Kim that we are concerned about.
It's the perception the rest of the world would see. He is a tyrannical leader. We would be punishing the people of Korea if we bombed them, not really punishing him aside from a blow to his ego.
It's a crap shoot when someone gets fed up with his tactics and does actually do something. Hopefully, the rest of the world will be preoccupied with something else when he throws a temper tantrum next time, and noone will notice the blood spatter as his head explodes from a well placed Barrett round.
