What steps would be necessary

to get started in public office. One of our board members is considering a run at office and is unsure as to what steps one would take to do so.

Anyone have any insight?

I wouldn't vote anyone in who doesn't even know what to takes to attempt to try to hold a position.

It depends on the office but generally you need to be nominated by a political party.

Are you trying to argue that Obama was a better Senator than Palin was a Governor? If so, please show the proof. I don't think it is true or can be proven, especially since Obama did not ever introduce any legislation of any significance as a US Senator. It is kind of hard to not show up and do the work as a Governor though.

Now if you really think a community organizer or a state senator that didn't vote all that often is part of those qualifications, then I am at a loss to that stupidity.

On a serious note, expect a deep, deep, background check from your opponents. My buddy ran for school board (and later for city council), and you would not believe what they can dig up on you. You'd better be squeaky clean, or not care about what they may find. Save yourself the embarrassment if there's anything shady in your past.

Depending on which position, you'd better have some sort of involvement in the governing body at some level (volunteer, hired, intern, etc).

Take City Council for instance. You had better have a voice of some sort in the meetings, maybe even some volunteering within the city's activities or previously had a job with a municipality (if not THAT municipality).
