By legal scholarship.

am. 12 may be construed to refer only to those constiutional requirements specified before amendment 22, which is used sometimes in case law (like texas home school law for instance)

OR,

if you agree it is a wholly changeable document and amendment 22 is considerable under amendment 12, then the wording of amendment 22 is clear only about elected presidents, not appointed.

Lots and lots of fine debate available on this.

amendment 22:

SECTION 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

In fact, amendment 12 on its own without amendment 22 constitutionally allows am\ny number of terms. FDR for instance.

That is actually an easy one with precedent:

"The Electors shall meet in their respective states, and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves;..."

This same argument was made against Cheney being VP. He had home in Texas as well as Wyoming. It was easy enough to dismiss this as he truly was an "inhabitant" of Wyoming.

The case might be more difficult for slick willy, who would have to move and establish bona-fide residency. It may be too late anyhow. But "from" is not the word used in the amendment, and probably for a good reason; it is a less exact term.

Also, this only negates the electors of that state, not the eligibility. But 31 electorals is a hefty amount.

If you really want to speculate, Bill (in theory only) were to somehow become speaker of the house, he would automatically assume the office if both president and vice president were removed.

The only other appointment rout is if he were appointed VP and something then happened to the president (ala Gerald Ford).
