Yes, Welfare reform is one of the best things Bill Clinton ever did. I say this because I grew up in a poor family that was literally caught in the welfare trap in the '80s. My Mom busted her ass but any time she found a decent job, welfare would be pulled out from under us immediately and she would have to quit her job so she could pay the bills with Section 8 and food stamps. Welfare was one of the most destructive economic forces to our nations poor.
Growing up in economically depressed north Louisiana, there weren't (and still aren't) many career opportunities, but to take away even those limited prospects is nothing short of immoral. For that I will always thank Bill Clinton (and a Republican controlled congress) for having the balls to say that the system didn't work and needs to change and then actually doing something productive about it.
BTW, lets give Clinton his due on this, because this was HIS deal. Clinton was fighting for welfare reform all the way back when he was Govenor of Arkansas. It was very fortunate for everyone that Newt Gingrich pulled off the Republican Revolution because Clinton's ideas would have never seen the light of day in a Democratic controlled Congress.
