Call.. often in new installs they have a cap on the line temporarily. I did when I had DSL through IP.net and they were like.. "oh.. there's a cap on your line.. hmm.. dunno why that's there" and they took it off, fixing the problem. I was past SWB's distance limit for service, but IP gave me service, and I managed 600-800 down and 128 up.
When IP went under, I got RR and now I see anywhere from 2200 to 3000 up no matter the time of day.. And for the same price that I had DSL.
Also check your phone lines, don't have powercords wrapped around them, keep halogen lights away from the lines, etc.. I had a dedicated line from my brownbox into the house for my DSL to get the cleanest line into the house.
Visit dslreports.com for tips, and to get drtcp to maximize your system settings.. With my cable, I doubled my down speed messing with drtcp.
