I am pretty sure that you can do this with Goldwave.

It might, I dunno I've never tried opening a video file through it before. I know Sound Forge will, and GoldWave is based on Sound Forge, just not as full featured (ie: Sound Forge is upper echelon, professional level)

I used to use Adobe After Effects to do that, just import a video file into a project, and then re-render the project as an wav audio file. It doesn't do that by default, but there is a plug-in available for it ... can't remember it anymore as it's been a while since I've used it.
