SQL gurus... what happens if I run out of CALS?

Are CALS heavily regulated in the use of SQL 2008 Standard? What happens if I have a SQL install with 30 CALS and the 31st user tries to access SQL?

Does it block access or are CALS just a soft requirement in case of an audit?

I think only Small Business Server 2003 and Terminal Services actually track CALs

Everything else is on an honor basis

That's what I thought it was... I plan on keeping my CALs in check but I didn't want to run into any issues in the off chance that a user gets double counted etc.
