Might just want to double-check his connection settings in IE....IE and OLExp share the same connection settings, so I'll bet that is your smoking gun.
In IE - Tools menu, Internet options, Connections tab, click the LAN settings button, then make sure the box for "automatically detect settings" is checked....nothing else should be checked on that tab.
Is he connecting through cable, DSL, or *cough* dial-up?
