Server services not started, Can't browse local network

I have tried the following:

I can get on the internet
I can get email (exchange server)
I can ping internal/external addresses
I can not CAN NOT BROWSE THE LOCAL NETWORK \\testsrv shows empty when there are in fact shares there that I could previously get to
ALL SHORTCUTS TO LOCAL NETWORK .EXE ARE BROKEN (\\testsrv\company\programs\ogsql.exe)
“Netsh int ip reset log” only displays “” when it should log a LOT more than that.

All this is replicated using my domain admin name, so it has to be something PC based as everything works fine from my other PC.
Also, this all started when I was doing SP3 update and the computer shut off, when turned back on, it had lost the network links.
I have completed the SP3 installation and uninstalled it and reinstalled it.

I have ran a sfc/ scannow and i've gone back to a previous restore point.

I find it VERY hard to believe the OS needs reloaded but i'm running out of options, does anyone have any ideas!?

2007 GMC Sierra RCSB - It breathes better now and looks better than stock.
2008 Honda 700XX - Doesn't need any mods.

quit being an ms admin?

Can you ping those internal devices by name? (did not specify in your post) Any clues in the event logs?

My '03 Sold.

Yes, you can ping by ip.

btw, i fixed this by running a chkdsk and selecting the two boxes for automatically fixing errors and scan for and fix bad sectors. I dont know why that fixed it. But it did, so i'm happy.

Sry, did not see your previous response...but I probably would not have suggested a check disk for that problem. Damned MS.
