wanna format C:

but XP IS PISSING ME OFF!! My bother got like 6 Trojans on my parents computer and im just going to format. Now for some stupid reason XP installed as H: when i replaced their motherboard. ANyways their computer doesnt have a Floppy. Can I use a CD or USB drive as a boot disk?

Go to bios options and set your CD rom as first in boot order.

that's ridiculous. Insert the operating system disc and reformat from the installer. Drive letters are specific to which physical disc you selected. C: is default, during your OS install you opted to use H: (which it will default to if you acknowledge separate operating systems). Windows will detect other instances of itself and will default to the last drive letter if you don't make a change. Drive letters can also be changed from right click computer>manage>drives

I dont have an original Windows disk... My ME and an XP one i had went missing and all i have is a windows file from Texas Tech from when I went there...

Disable or remove the built in/usb media card reader, and redo the installation.
