No a hard restart and tell it to boot normal.

Well I did that but it still does the same thing when it boots up it loads all the software but IE doesn't or even "help and support". When I click on it it tells me " windws can't open H&S because a system service is not running. To fix this problem, start the service named 'help and support' ".
It doesn't show anything under device manager.
It pretty much looks like safe mode but with the video card and programs loaded.
I'm stumped, Idk wtf I did and how to fix it lol

Just go back and select "Normal" startup in msconfig.

I ended up having to go into services.msc and enable everything again

you shouldn't be fucking around with msconfig if you don't know what everything in there does. that's the number one reason people had to call verizon dsl tech support.

"i did some stuff and now my stuff doesn't work."

"are there three lights on your modem?"

"yes."

"call microsoft support."

**click**

I agree with you on people not needing to touch msconfig, or any services editor if they don't know what they're doing.
However, if the above steps are all you ever did, its no wonder that ISP support sucks balls. i can't even begin to count the number of calls where all of the lights on an isp's modem were %100 fine, but still, power cycling their goddamn modem fixed the problem.
For fuck's sake, it's a 5 minute process AT MOST, reset the goddamn thing before referring them to someone else.
