desktop will not boot

My roommate had his PC in storage for about a month...

Now it will not boot into windows. It goes to the first screen then just reboots itself in a continuous pattern.

Think something got hot and messed up?

Probably a software issue that existed when it was stored. Try going into safe mode and tells us what you get from there.
