Exclamation Restricting access

Ok, I have a couple of computers at my disposal. They are used by a few people. I want to set it up so that I have complete control of the system. I dont want them to be able to see the "run" function, "control panel" , access certain functions, change settings, etc. I used to know a program that could do this, but it has been years since I have used it and do not remember it anymore. Is there a Windows feature like this? I have systems running XP and 2K.

group policy, local security policy, registry settings.

Thats not what I am looking for. I do not want to audit access. I want to be able to remove say, the control panel for some users, while leaving accessable to others. I want to be able to keep some users from changing system settings, such as backround imgs, network configs, etc...

If you want to apply it to some users and not to others, you're going to have to use Active Directory to setup OUs so you can apply group policies to some but not to others. Doing it locally applies to everyone.
