Vista doesn't shutdown, reboots instead

Any ideas on this? Cousin has an HP computer (I think) and the computer reboots instead of shutting down from the Start menu. Any ideas on this? Just barely starting to Google it now but thought I would post up and get some ideas.

hell now after i put on vista it turns on when i turn on/off my light in the room

the plug and switch are not connected in any way

When you click on the start button the little red power button icon actually puts the PC in a low power mode, you need to mouse over the arrow next to the lock icon to get a shut down option.

If this isn't it then I'm not sure what to say, could they be hitting the restart button on accident?

Don't think that it's an accident or anything like that as it just recently started occurring.
