could be spyware on your pc,or your pc is just slow. But more than likely you are too far from the office. My dsl dowload speeds go up and down a little but never goes below a steady 2.8mb down and 387kb up.Without knowing any of your facts i would say it's got to do with either you are to far away or your providor has you capped. Go to dsl reports and do a speed test and a line test, then post up some stuff.Worst comes to worst call your isp.

being in a small town, your kinda scewed on the speed market. You might get lucky and be one of the few who can get on the fttp fiber plan here over the next few yrs.You might have better luck going to cable internet. I have had it before for my area it was a little slower than my dsl and would go down for a few days at a time. But i have friends who say thier cable is always good, but the speed varies alot !!!

they both can be slow. The biggest part is how close you are to your isp or thier backbone to the net. Atleast you still are faster than dailup. Both major dsl compaines and cable have 3mb plans now. You just need to call around and see who is offrening bigger plans in your area.Talk with some people in your area and find out what kind of speed they get. I have a friend who lives about 1/4 mile from me and the best we could get out of his dsl was 500kb down and he is on the same plan as me. Depends alot on the phone lines.I replaced all the old lines in my house also, but more because i had static in them.
