Problems with a computer (motherboard?)

My brother gave me his old computer, HP Pavilion 8500 P3 800mhz. I was going to set this computer up for my wife to have in her office. My brother said that he thought the onboard video went out because he couldn't get the monitor to come on unless he put his video card in and used that. I ordered a new video card and tried it and it doesn't work. I found out that you can disable the onboard video by w/ jumpers so I tried that and it didn't work. It doesn't seem like the computer is coming on at all let alone the monitor. How can I test the motherboard/processor to see if it's bad? I found the motherboard on ebay for $12 so I was gonna buy one and try to swap it out but what if it's the processor?

Any tips/suggestions? Thanks guys!
