Good program for resizing pics needed...

What's a good (free) program to resize photos? I had PS 7.0 burned to a disk, but can't open the file to get the serial #, so if someone has a serial#, that would help too. Otherwise, I'm just looking for an effective way to shrink images.

To to microsoft powertools and there is a good resizing program. Its only for XP i think but worth a shot.

Any suggestions for a linux ACDSee type app?

Without the obvious suggestion of trying to run ACDSee through wine.
