Question for you online game savy players

I am playing Command and Conquer: Generals. I play online as well.
How can I make the game go faster and make the online play more enjoyable and faster as well? The game is really slow and takes awhile to play just waiting for stuff to be built and people to move around. Alot of down time. There is an option in the game to increase game speed, but I put it all the way up and nothing happens...same speed.

Thoughts/Suggetions?

I have a Dell with 1.8 GHz and whatever else came standard with computer. No other upgrades internally.

Upgrade your video card, and add some memory. That'll git'r done!
