Does Windows XP have a built in Ad Blocker?

I am so sick and tired of all of these pop up ads. I had overheard something that XP may have some ad blocking capabilites. Is this true or where can i find some freeware versions?

On a side note, can someone tell me why 95% of the popups I get are windows? Not like normal popups, but like the windows that would normally say like, "Please insert CD now" or something.

I think you're talking about Windows Messenger pop up windows. Most decent pop-up blockers will also block these.
