FTP is used to send files from one computer to another. Most people use it to send files up to a web server. If you have some web space with your internet account you can stuff the file into that space (assuming it'll fit) and give the URL to the other person.
You can find programs to break the file into smaller pieces and e-mail the pieces; most e-mail servers will accept at least 1mb attachments although some will take more. The person's mailbox may only hold 5-10mb so you'd have to send a few pieces and get the other person to get their mail to empty the mailbox before sending more.
Easiest way may be just to burn a CD.
