Windows 2003 Security Zones

how can i disable these? its annoying! every time i try to dl something i get a pop up saying that i have to add this site because its restricted. however when i go into the security in internet options, download files IS enabled. am i doing something wrong here

Set it to Low or Medium. Its currently on high and only zones that you have added to your trusted zone are "trusted"

i tried that but they seem to be going back to their default settings after i hit ok?

Add Remove Programs.
Windows Components.
Remove the Internet Explorer Enhanced configuration.
