Restore my PC to default (remove all un-original files)

How can I 'restore' my PC to 'default settings?'

I have a lot of games, programs, and all kinds of crap on my PC that I have downloaded that I have forgot about...etc.

SO, what's the easiest way to make it like it was from the factory?

(going back to stock)

use the system restore disk if you have them. If not it would be a clean install.

use the restore cd and you are done...

Yep, restore CD, or a clean format / reinstall. Be sure to back up any data that you do want to keep before doing either, because both are going to wipe the drive clean.
