what's it called when....

You’ve got a car that has ZERO reflectiveness to it. absolute no reflection in the clear coat. When you wash it and rub your hand on the paint it has a chalky feeling to it.

My neighbors civic was this way (white). It was so bad that there were some grease finger prints on the hood that you couldn’t wipe off. normally if the car has a good clear coat and polish things like this will wipe off. I worked on the car for 4 hrs. using some rubbing compound to get the finger prints off. the entire rear of the car had black soot from his exhaust. Had to use rubbing compound to get that off too. Used some polish and was able to get it to have a reflection again. By no means did the car look brand new but it was definite night and day difference. Wish I had taken some pics.

So anyways, is this just an extreme condition of no polish in the clear coat?

it did the job though of removing the grease and soot build up...

It's oxidation, and it can be removed! All it takes is some patience, and time. Or if he wants, he can pay me to take care of it(in another month or so).

Honda continued to use single stage paint on their white colored cars for quite some time. I'm not sure of the exact year, but there are some in the 2000's that still have single stage paint. It's not a bad thing by any means, just requires some upkeep to keep it looking good.

Here's an example of what we can do with oxidized single stage paint...

Here's a side by side shot. We taped off half the hood and worked on the other half. Removed the tape, and this is the result.
