Painting Plastic Pieces

Hello,

I want to paint the plastic piece that sits where the passenger seat sits on my bike. As you can see their are a few scratches. I have never painted plastic before, and I was wandering about techniques. I searched on the web and found a few things, but some are conflicting techniques. I was wandering if anyone had any experience in such a feat.
