My heart rate at rest is 68. I try to keep it about 150-160 when I am working out to burn fat but I am also burning alot of muscle at the same time. I would think at 22 your target would be any where from 110-150. I am 27 pushing 28.

That's pretty high, and you can reach the point of diminishing returns. At least to the point where it's not doing much good.

Exactly. There's a difference between the intensity needed for burning fat, and the intensity for cardiovascular strength and endurance. To burn fat you want medium intensity for a long period good amount of time, to allow your body to burn through it's reserve energy stores, and then it will tap in to the adipose tissue. This is why it has been said over and over that you need at least 20 minutes of cardio for it to be effective. Pick up the pace if you want to strengthen your heart and increase your stamina, but that will come at the cost of lean mass. How many distance runners have you seen with bulging biceps and a broad chest?
