I get on an inclined bench with some weight. Hold the weight on your upper chest, and go down until your back is parallel with the floor; dont go down all the way to the bench. Then explode up.
Sets of 15.
I can really feel it in my lower abs.
EDIT: i should probably add that your abs are one big muscle, and you cant really isolate a certain section... though it seems for me that some workouts make certain parts more sore later on.
