It is explained in the body of the text why it says that. They had trouble getting it listed and had to set a reserve which is higher $1 higher than the starting bid.

It was better than I thought it was going to be. Great time of the year to go to San Diego as there are not many tourist. A cane, wheelchaired through security, and rental electric scooters saved the day. If I ever have to buy one of those things, I will need a turbo on it!
