I need help (service question)

I can't seem to get the thermostat housing o-ring to stay on my '98 GT 5spd. I put it on, tightened everything up, and it just pissed out the coolant. The correct way to put it on is to slip it over the radiator hose elbow and place that on top of the thermostat housing, so that part of the o-ring is still showing all the way around the housing, correct?
