I couldn't decide who was best to send a letter of complaint to, so I just sent it to every single e-mail address on the garland ISD website.

yeah, even the HVAC manager.

Won't argue that. IMO, no doubt the teacher of the homework assignment knew exactly what he/she was doing when they "miscommunicated" the assignment.

I don't think that someone at GISD came up with this sounds to me like it came from higher up. I would start by looking at TEA Region 10.
