How to create OS CD?

Say someone downloads Windows from Kazaa. How are the files converted into a CD you can use after a format? I mean pop in the CD and the Install begins?

It'd have to be an .iso that you create the cd from. You could make a bootable CD with the installation files on it, but you'll have to manually start the installation ... or write a batch file to start it.
