It's a wealth redistribution scheme. Always was. Now, instead of targeting wealthy countries (which became a non-starter) they have decided to directly target the rich.
The study suggests setting a uniform international cap on how much carbon dioxide each person could emit in order to limit global emissions; since rich people emit more, they are the ones likely to reach or exceed this cap, whether they live in a rich country or a poor one.

While this article hints at wealth redistribution, the current legislation in the US does exactly the opposite.
The rich will get richer under cap and trade because it creates a commodity exchange for carbon credits. Goldman Sachs would be a HUGE winner if cap and trade passes. GE would be another huge winner because they would end up building most of the low carbon power plants. The big losers are the middle class and the poor that will bare the brunt of these costs. The rich will pay for their carbon emissions too but they can pass those costs down to the consumer level. The poor are going to really be fucked over by this.
I like how the math just so happens to work out to:
Carbon Emissions
Americans 20 tons per year
Europeans 10 tons per year
Everyone else 5 tons per year
How stupid do you have to be to believe this bullshit?
Oh wait, we just elected a guy who believes it.

What I find most comical, if one were to do the math, the rich might get "charged" more dollar wise, but when the tax-scheme moves down, actual percentage-wise, the "poor" pay more based on their salaries.
Ergo, their utility bill is a larger portion of their income than a "rich" person's utility bill compared to income.
