No I do not think it is "blown" as the rubber surround has nothing to do with a speaker being "blown".

I have a first gen 12W1 in a sealed enclosure that bumps nicely. I don't have it in anything right now but was pushin it w/ a Rubicon Lil Wonder 5.

My W6's did the same thing. I gave it a temp fix with rubber cement. It wasn't as bad as yours though.
