It's a no doubt sound policy on a strictly fiscal basis when you compare the expense they (the gov't) will incur through welfare and the like to the expense of flying them out. After that look at the job openings left behind which could result in removal of another from welfare who then pays back via taxes.

Makes sense to me. Money guys, what say ye?
