Out of the last two it's 50% but give it a few more weeks and it'll be 100%.

Having spent tim in both Louisiana and Illinois, I would say at the higher levels of power, Illinois is more corrupt, but at lower levels, Louisiana is more corrupt. Hell everyone in Louisiana is corrupt.

Perhaps the politicians there don't have the cash or the clout to fend off the convictions. Maybe their lawyers sucked.
