I have a ? can you buy a 14.5" upper and have it shipped to your house and you permanently attach the flash hider to make it 16" or am I stuck shipping it to a FFL and having a gun smith permanently attaching it for me?

Do it yourself.
Just put the flash hider on with a rolled pin, then solder in the hole so that it can't be removed.

But technically he's receiving it while it's under 16" so wouldn't it require a tax stamp?

But to have a <16" upper doesn't it have to "technically" be attached to a lower that has the tax paid?
Hypothetically, I could go buy an 11" upper by itself with no problems, but if I go buy a complete SBR I'd have to pay for the stamp :confused:

Correct, anything less than 16" barrel length has to be registered as an SBR.
But one can buy any length upper they want, just have to watch out for the constructive intent.
Same idea with all the full auto AK and M16 parts anyone can buy.

so you are saying the m16 parts to make a ar15 full auto can be bought without any hassle but if caught with them you would be in big trouble without proper paper work?

yes, basically if you own an ar15 and happen to have some m16 parts (hammer, sear, bolt, etc) they can get you for constructive intent

you just need the trigger group and the m16 bolt carrier
or you can skip that and just get a lightning link or a DIAS

It's a little more involved than just droping the parts in.
But nothing that cant be found on the internet and done in an hours time.

I can guarantee that if the proverbial "shit" were to ever hit the fan, I'd have at least 4 fully auto ARs and one full auto AK47 w/ 75 round drum.
