call All About Guns in Lewisville at (214) 222-8520. I stopped by there today and picked up a stripped Rock River lower. He had 2 or 3 left, but expects another shipment tomorrow and should be getting more.
He has an unknown quantity of Bushmaster's as well!
Stripped lower
RRA- $189 out the door
Bushmaster $194.00 before tax
Complete lowers starting at $380 with a standard grip or $400 with the ERGO.
This is the only place locally that I have been able to find stripped lowers since mid last week!

Here you go...
Complete Parts Kit (http://www.cheaperthandirt.com/ARR167-0.html)
What sucks is that this kit was published in their December catalog and was priced at $599. Now it ridiculus!

Is it cheaper to go that route and finish it, or go with a stripped lower and 'complete' kit?

Stripped lowers are harder to find now unless you are willing to pay $200+. If you are just wanting a plinker then I would order a lower parts kit and from aimsurplus.com for $56.95. Then hit up a gun show and buy a complete upper. I saw some at the last Ft. Worth show that they were selling for $425 out the door. That was for a complete upper with bolt and charging handle. I don't remember who it was selling them, but they had probably 70-80 uppers displayed. I have seen them at most of the gun shows.

yep, I think thats them. I just could not remember their name.
On a side note, which barrel did you buy for your P22? I am in the process of buying a suppressor for mine, just waiting on all the paperwork. I don't know if I should buy a threaded barrel or just use the barrel adapter I already have.
