But isn't every crime against a person a "hate" crime? Why do we have to specify that a racially motivated crime or one committed against against gays (for being gay) is considered a hate crime? If a hate crime is defined as a crime against a person for their affiliation with a group of others, why can't an attack on a soldier be considered a hate crime?
Vanadalism is still a crime isn't it?
