Why bother? Russia has plenty of it's own small arms to not worry about a couple hundred Bushmaster rifles.

Well you establish the FFL and the Class 2 SOT. I'll get you all the $300 M16 variants you want. :D
Oh yeah, we need a friendly sheriff to sign some demo letters.

Call the ATF, ask for an FFL packet, meet zoning qualificaions and ATF rules. Apply for the Class 2 SOT. I think an FFL costs $200 for the first 3 years, then the SOT is $1500, I think, for 3 yrs. Get approved.
Find your post sample machine guns for sale, or buy factory direct. Get your demo letter from the Head LEO. Have fun.

Jeez! That's a lot for someone just wanting it for personal use. I can see it for business purposes, though.

Well technically, you're suppose to be using the license for selling/transactions. Therefore, sample guns are for that; LEO sampling. Not suppose to be for personal enjoyment. ;)
However, once you have the demo letter. You can keep the gun(s) and do with it as you please so long as you're still current with the licensing.
Id be willing to be that 75% of the guns you see at huge MG shoots are dealer sample guns.
If you're friendly with a head LEO and have the licensing. The Class 3 world is cheap and boundaryless.
Post sample MP5-$800-$1k.
Transferrable MP5- $17k-$22k
