He mods it to where it's unlocked and you can use 3rd party programs with it. You can play downloaded games and old Nintendo games, sega games and so on.

You can play your "backup" games w/out using the disk. Like MOTO said, you can put emulators from pretty much all the old game systems. You can still use all features of PSP as you normally would.
