Alter the resolution in "display settings" to match the resolution of the monitor.

That will fix things like icons and applications. Your wallpaper will still be stretched if you have it set to "sized to fit" You'll need a wallpaper with a resolution that matches your display settings.

If you display settings do not have the ability to match the resolution of the monitor, then the video card simply doesn't have that ability. You can also go to smaller resolutions but they need the same aspect ratio as the monitor.
