No it is a cartoon that used to be circulated to children in the LDS community. I watched a documentary about Mormons and the Illuminati in which one of the makers of the cartoon talked about making it for the church. So is it true? No. It it really something that Mormons used to use to "teach" children? Yes.

No they still believe it they just don't make such light of it. I have seen Mormon sermons filmed within the last 6 months in which the head of the church on both occasions told church members not to associate themselves with blacks or their evil clothes and rock music... which I found particularly amusing.

So does it still apply? Yes. The video is not focused on blacks, it is a sidenote. But it is part of mormon teachings. The video was banned because it makes Mormons come off as the space cadets that they really are.
