Bush backs larger rebates of $800-$1,600, but his plan would have left out 30 million working households who earn paychecks but don't make enough to pay income tax, according to calculations by the Urban Institute-Brookings Institution Tax Policy Center. An additional 19 million households would have received only partial rebates under Bush's initial proposal.

WASHINGTON (AP) - Democratic and Republican congressional leaders reached a tentative deal Thursday on tax rebates of $300 to $1,200 per family and business tax cuts to jolt the slumping economy.
Congressional officials close to the negotiations said House Speaker Nancy Pelosi and Republican Leader John Boehner of Ohio reached agreement in principle in a telephone call Thursday morning.
The officials, speaking on condition of anonymity, said the two wanted key members of their parties to sign off on the accord before any announcement.
The movement came as the White House said agreement seemed imminent. "Our understanding is there is no final deal yet but they are making progress," presidential spokeswoman Dana Perino said early Thursday.
Pelosi, D-Calif., agreed to drop increases in food stamp and unemployment benefits during a Wednesday meeting in exchange for gaining rebates of at least $300 for almost everyone earning a paycheck, including low-income earners who make too little to pay income taxes.
Families with children would receive an additional $300 per child, subject to an overall cap of perhaps $1,200, according to a senior House aide who outlined the deal on condition of anonymity in advance of formal adoption of the whole package. Rebates would go to people earning below a certain income cap, likely individuals earning $75,000 or less and couples with incomes of $150,000 or less.
Another element of the plan is a package of tax breaks for businesses that could cost as much as $70 billion, far more than had been expected, a senior House aide and a Democratic lobbyist said.
The business tax portion would give businesses incentives to invest in plants and equipment, give small businesses more generous expensing rules, and allow businesses suffering losses now to reclaim taxes previously paid.
After a key Wednesday night meeting in which the parameters of an agreement were reached, Pelosi and Boehner spoke again Thursday to cement the accord.

Yep...gotta love the upper middle class in this country....get nothing in return for providing everything for the other classes. The rich get tax breaks and the poor/lower middle class get tax breaks and rebates......the upper middle class get to pay for all of it.

This is just a way for each party to attempt to buy votes. The Dems are able to spin this that they got the refunds for the poorer people b/c the Republicans were only trying to help upper middle and so on. Its petty on both sides of the isle.
Who thinks we are heading towards a recession or who can show me proof that we are currently in one? I personally think this is a waste of time and money for the govt. I personally will use my refund to pay down some credit debt and I get the feeling that many others will too. The intended outcome to boost the economy will not happen b/c most people will use it to pay down debt. This is money that should have made its way into the economy anyways, only now the govt is footing the bill.
I personally disagree with this move. CJ nailed it, its redistribution of wealth!

Oh...and they revised it a bit :
The rebates would phase out gradually for individuals whose income exceeds $75,000 and couples with incomes above $150,000, aides said. Individuals with incomes up to $87,000 and couples up to $174,000 would get partial rebates. The caps are higher for those with children.
This is like when I was in the military, if you didn't have a wife and kids you got screwed outta everything......apparently if you have rug rats they think you should get more money......not sure how it's my fault that the poor bastard down the street has 12 children, that's his choice.

In the very sick mind of the extreme left this sounds fair I bet. I have no idea how giving rebates to people who don't pay any taxes can be justified by anyone.
I sure hope this comes up in a debate or by interviews with all the major candidates.
It makes perfect sense if you would like to make progress towards Socialism and want to buy the votes needed to do so.

Granting a tax rebate for people who make too little to pay income taxes?
Isn't the minimum earnings for filing a Federal Income Tax return like $400?
If you aren't making $400 Annually then you are unemployed. What a great country we live in if you are a minority or insolvent due to laziness.
At least the increases in food stamps and unemployment insurance didn't go through.
It could have been worse, I guess.
