It means that the states cannot put a sales tax on your internet purchases EXCEPT when the website also has a brick and mortar store in your state. This is why some websites charge sales taxes and other don't.

Fuckin LA puts a line on on the resident form to pay those taxes purchased mail order (out of state)etc. Its on the honor system! LOL @ the jaggoff that came up with that..
