I know I can not go to the library anonymosuly and use the internet.
Don't have a laptop to go to an internet cafe.

How can I use the internet to send email, etc., without it being tracked back to me?

goto ebay and purchase an email filter, it will scramble the signal across multiple adhoc points, you should be ok.

PM me the reasons why you want to be able to do such things and I will tell you how to do it without having to buy any expensive hardware like that email filter AbecX was talking about. I wrote a Korn shell script the works just as well or even better than any email filter you can buy.
