I need to make a PDF file with a table of contents. Usually I just do whatever I need in Microsoft word and import it to adobe Live Cycle Designer but thats more for forms.

cute pdf, pdf creator, etc

plenty of free options that install a print driver then you just send the word doc to the pdf creator via print command and voila! :D
